Two roads cover it: the coastal highway beside the Mediterranean, and Route 6, the inland toll motorway that stays well east of the crowded plain. Haifa is a drive, not a hop

Visitors who picked a hotel high on the Carmel for the view over the bay sometimes discover that getting down off the ridge is a leg of the journey in its own right, before the coastal road has even started. Traffic on the approaches to Tel Aviv is the one variable that really moves the clock, and it moves it in the morning and the late afternoon rather than at night.
A day between the ship and the plane
Haifa's passenger terminal sits at the foot of the city, below the Bahá'í Gardens that climb the ridge behind it and a short drive from the downtown streets. Stepping ashore in the morning with check-in still hours away leaves an awkward gap in the day, and the tidiest way to use it is to keep one driver for the whole of it: the cases stay in the trunk, the middle of the day goes on the gardens, the German Colony or lunch by the water, and the airport comes last.
